Cordless matters more than it sounds. Polishing a print means turning the piece over constantly to catch the light on every face, and a mains cable fights that.
It is sold separately rather than bundled because most people who print already own something that spins. Putting it in the box would have added forty dollars to a forty-nine dollar product for the people who did not need it.
Five felt polishing discs come with it, so on its own it will do the polishing pass. The cotton buffing wheels are softer and hold more compound, which is why they are also offered; they are not a second purchase you have to make.
In the United Kingdom, Ireland, France, Denmark and Puerto Rico a different tool ships, because the first one cannot be posted there. It is the same job in a case, with grinding and cutting bits rather than felt, so add the buffing wheels alongside it there.
